Probability/Certainty

[Dustmen will go on strike because they think their salaries are too low]
Students often express their views in an over-certain manner, and are particularly fond of the "will" form, as in our example:

Nurses will go on strike [Are you sure ?!] à
Nurses may/might go on strike
 
Task 1: Applying the above guidelines, try to make the following less "certain":

a) "The government made a mistake when they intervened
    in the stock market"

b) "Next year’s students will have less money to spend on
    entertainment"

c) "The criticism is so strong that the President will have
    to resign"
