Sham Shui Po has always been a good place to do business. Unfortunately, the small shops are now facing unprecedentedly keen competition from upscale malls and chain stores which have recently moved into the area. Based on an informal survey conducted in [month, year], 78% of the shops in Sham Shui Po experienced a rapid decline in sales last year which is a clear and urgent signal indicating that the shops need to compete much harder than ever to keep their customers.
The objective of this proposal is to take the first step towards forming a “Sham Shui Po Federation of Trade Unions” in order to:
i) help all its members to withstand the fierce competition,
ii) build and maintain business relationships in the area,
iii) speak with more authority at district council,
iv) improve the overall social and cultural conditions in the area, and
v) restore and promote a positive image of shopper experience in Sham Shui Po.

The best way to resolve our current difficulties is to begin pulling together to strengthen our businesses and community. Specifically, most (if not all) businesses in Sham Shui Po should form a federation that would pool our resources and help us take unified action when we address district council, the Police and the media. To create a Sham Shui Po Federation of Trade Unions, we propose the following 4-step plan:
