There is no mirror effect. Compare the content/purpose stated for the Introduction and the Conclusion:

Introduction: the writer seems to wants to examine how important these four constraints each were: Quality of English teachers, Class size, Examination-oriented lessons, and Availability of supplementary facilities.

Conclusion: the study seems to end up asking whether or not these actually are the factors affecting the quality of English learning ["…in order to find out if these are the factors…"].
