Most arguments are motivated by the desire to solve a problem.  It is possible to identify problems and propose solutions in most argumentative texts. Consider how often you might follow these steps:

Many research projects are motivated by a desire to create positive change in a social or economic situation, and our analytical minds often work through the problem with a view to reaching a solution - and then convincing others it was a success (through evaluation).  Our writing up of a research project will often follow these rough steps, though often with more formal headings, like "Methods, Results, Discussion".
